A hardware error on HP OfficeJet/ENVY models, usually meaning the ink carriage is blocked or the printer can't initialize the printhead. Clearing obstructions and a hard reset resolve most cases.
Work through these in order; most people are fixed by the first two or three.
On a new printer, open the cartridge door and remove every piece of tape, foam and the cardboard insert near the carriage.
With the printer on and door open, gently slide the carriage left/right and remove any jammed paper or debris in its track.
Remove and firmly reinstall each cartridge until it clicks.
With the printer on, unplug the power cord from the printer and the wall for 60 seconds, then reconnect and power on. If it persists, try a partial/semi-full reset from the support menu.
