The printer is plugged in over USB but the computer doesn't see it. Often a cable, port, or driver-order problem.
Work through these in order; most people are fixed by the first two or three.
Use a known-good USB cable directly into a rear motherboard port (not a hub or front panel). Keep the cable under ~6 ft.
Run the printer software first and plug in the USB only when prompted.
Control Panel › Power Options › advanced › USB settings › disable "USB selective suspend".
Look for the printer (or an unknown device) under Device Manager; uninstall it, unplug/replug, and let Windows redetect.
