The printer attempts to pull ink through the printhead with the service station pump; if the pressure or electrical checks do not pass it stops with this error. The usual root cause is a printhead that has dried or a cartridge that is empty or not recognised.

How to fix it, in order
Work down the list and stop when the printer recovers. The steps are ordered from most likely and least invasive to last resort.
Restart the printer from cold
Switch off, disconnect the power cord at the printer for 60 seconds, reconnect and switch on. Watch the carriage; if it moves and the servicing cycle completes the error was transient.
Replace any low or empty cartridges
Check ink levels from the front panel. The priming cycle needs ink in every tank, so even one empty cartridge can cause 0xc19a0043. Install a genuine HP 920 or 564 cartridge as appropriate and restart.
Clean the printhead
Remove the printhead from the carriage, rest the nozzle plate on a lint-free cloth soaked in warm distilled water for five to ten minutes, then blot it and wipe the electrical contacts dry. Reinstall and latch it firmly.
Inspect and clean the service station
With the printer off and unplugged, slide the carriage to the left and look at the rubber wiper and caps on the right. Wipe away dried ink with a damp cotton swab. A caked service station stops the printer from priming the head properly.
Run the cleaning tool twice
After the error clears, go to Setup, Tools, Clean Printhead and run it twice, allowing the printer to finish each cycle. Print a quality diagnostic page afterwards to confirm all nozzles are firing.
Do a semi-full reset from the support menu
On the OfficeJet 6500A and 7500A press Back, then Back again, then Home twice to open the support menu. Choose Resets, Semi Full Reset. The printer restarts and re-runs the ink system initialisation.
Replace the printhead and cartridges together
If the error keeps returning, fit a new printhead with new cartridges. Let the printer complete the full initialisation without opening the door.
