They are raised by the printer's control firmware when an internal process or a hardware module does not respond, and they are frequently linked to a corrupted firmware state or a printhead that the firmware can no longer initialise. The printer remains unusable until the code clears.

Check for obstructions and reseat cartridges
Open the cartridge access door, look for anything blocking the carriage, and remove and reinsert each cartridge until it clicks. On the 6970 also lift and refit the printhead latch. Close and restart.
Try the firmware recovery procedure
If the error appeared after an update or the screen reaches only a partial boot, connect the printer to a Windows PC by USB and run the HP firmware update utility for your model downloaded from the HP support site. The utility can push a fresh firmware image even when the printer is in a failed state on these models.
Perform a semi-full reset
If the home screen is reachable, tap the back arrow four times to open the Support Menu, select Resets, Semi Full Reset, and allow the printer to reboot.
Update to the latest firmware
Once stable, install the newest firmware via HP Smart or the printer's embedded web server. HP released fixes for several 0xc4eb codes on the 8700 series.
Replace the printhead if it is a separate part
On the 6960/6970 a new printhead can be fitted. On the 8710 and 8720 the printhead is built into the carriage and is not sold separately, so a persistent code on those units means the printer needs replacing.
